About us

Who We Are

Wisconsinites for Alternatives to Smoking and Tobacco (WiscoFAST) is a 501(c)(6) non-profit trade association dedicated to representing the interests of the independent vapor, hemp-derived cannabinoid, and specialty harm-reduction industries in Wisconsin. As a professional, diplomatic, and collaborative voice, we bridge the gap between small business owners, consumers, and state lawmakers.


Our mission is centered on a dual commitment: advocating for adult consumer choice and access to less harmful alternatives, while championing common-sense regulations that strictly prevent youth access.



Our History

 WiscoFAST was forged out of necessity. In April 2025, a small group of Wisconsin vape shop owners united after discovering impending, highly restrictive enforcement mechanisms tied to the state’s Vaping Device Registry (Wisconsin Statute § 995.15)—legislation passed in 2023 that had largely flown under the industry's radar.


What began as a handful of concerned business owners rapidly evolved. Today, WiscoFAST has grown into a robust coalition of over 100 members representing more than 200 storefronts across the state.


While our initial efforts included a rigorous legal challenge to § 995.15, the courts ultimately ruled against our position. However, a closing legal chapter does not mean the end of our mission. WiscoFAST has spent months preparing for all outcomes. With a resilient and unified membership, we have pivoted our focus entirely toward proactive legislative action, working directly with lawmakers to shape balanced, equitable policies.

Who We Represent

 The backbone of WiscoFAST is comprised of dedicated owner-operators. Many of our members entered this industry because of a deeply personal connection—they are former smokers who successfully used vapor products to transition away from combustible tobacco, and they opened their businesses to help other adults find the same path.


Beyond our immediate membership, our industry serves as a major economic engine for the state. According to industry economic impact data compiled by John Dunham & Associates for the Vapor Technology Association (VTA), the vapor industry in Wisconsin generates $64.9 million in total tax revenue. This includes $12 million in state business taxes and over $44.8 million in consumption taxes that directly help fund state and local public services.  



Advocacy, Compliance, and Industry Leadership

 WiscoFAST believes that a sustainable industry is a responsible industry. We do not oppose regulation; rather, we advocate for just barriers and common-sense frameworks that protect the public while preserving small business viability.


  • Vapor & Harm Reduction: We lobby for legislative frameworks that allow adult smokers continued access to open-market vapor products, ensuring that overregulation does not inadvertently drive citizens back to traditional cigarettes.
  • Hemp & Cannabinoid Advocacy: Throughout the 2025–2026 legislative session, WiscoFAST actively lobbied on multiple pieces of hemp legislation. We fight to ensure that hemp-derived cannabinoids, THC, and other specialty products are regulated fairly, keeping them strictly out of the hands of minors while maintaining adult consumer choice.
  • Education and Compliance: We hold regular association meetings to keep our members informed on shifting state and federal regulations. We actively provide resources and compliance updates to ensure our retailers operate responsibly, legally, and at the highest industry standards.



Our Vision for Wisconsin

 Moving forward, WiscoFAST is committed to fundamentally changing the landscape for harm-reduction products in Wisconsin. We will continue to serve as a professional, stabilizing force in the state capitol—defending the economic rights of small businesses, protecting adult consumer choice, and ensuring a safe, well-regulated market for years to come. 


We aren't just fighting for our storefronts; we are fighting for the hundreds of thousands of Wisconsin adults who rely on these harm-reduction alternatives to stay away from combustible tobacco. Access to a safer choice is a right worth defending

Where Expectations Are Met

Wisconsinites for Alternatives to Smoking and Tobacco (WiscoFAST) is a 501(c)(6) trade association founded in April 2025 by local vapor shop owners. It has rapidly grown to become the leading statewide organization defending adult access to harm-reduction and specialty products.


WiscoFAST is organized under the laws of the State of Wisconsin and governed by a dedicated Board of Directors composed entirely of self-operating small business owners. Our Board is highly active, meeting regularly via conference calls to share regulatory updates and ensure membership compliance. All major policy, legal, and advocacy decisions are made by a vote of the Board, ensuring our direction directly reflects the collective voice of the local storefronts we represent.


While we are hands-on business owners rather than career politicians, WiscoFAST partners with top-tier legal teams and experienced lobbyists to advocate for our industry at the State Capitol. We combine our firsthand market knowledge with professional political execution to protect our livelihoods. At WiscoFAST, we take regulatory compliance and responsible commerce seriously—working through our professional advocates for common-sense frameworks that strictly keep adult products out of the hands of minors while steadfastly protecting the rights of Wisconsin’s small businesses.
